His experience includes serving as plant manager of a district energy plant (thermal, chilled water, and electrical) as well as serving as an asset manager for a national energy company. Prior to joining Burns and Roe Services Corporation he was employed as an environmental attorney with the law firm of Norris McLaughlin and Marcus.

Carmine is a member of the Virginia State Advisory Board on Air Quality, a member of the Energy Bar Association and is active with numerous professional organizations and active with environmental and energy regulatory issues. Carmine has served as a Moderator for the IDEA conference related to Master Planning and LEED design, presented at New Jersey’s Higher Education Partnership for Sustainability discussing Campus Sustainability and O&M, presented on LEED guidelines, and presented on non-electric generating unit mercury emissions at the Virginia Annual Air Quality conference.

Joe Martino has over 20 years of experience in business development in the HVAC, pollution control and energy engineering fields. In his capacity as Director of Client Service of Burns and Roe Services Corporation, Mr. Martino is responsible for strategic planning, contract negotiations, and development of institutional, municipal, and industrial projects. Prior to joining Burns and Roe, Mr. Martino held sales positions with Munters Corporation, Amesbury, MA; Powerspan Corporation, Portsmouth, NH; and The Dome-Tech Group, Edison, NJ.
