| Campus Facilities Services | | | | | Senior Project Engineer | | | | | Campus Facilities Services (CFS), a partnership of Burns and Roe Services Corporation (BRSC) and Olympus Building Services, a facility operations and maintenance services company to the higher education market is seeking a Senior Project Engineer to manage Maintenance Reserve and Deferred Maintenance Programs s on the campus of Virginia State University in Petersburg, Virginia.
Directs, integrates, and coordinates the design, construction, and/or modifications of the physical facilities, facilities infrastructure, and real property associated with operating the University's Main Campus and other regional sites. Directs and oversees individual operating staff involved in major facilities project management, construction management and facilities design management. Oversees and monitors the University's facilities Maintenance Reserve and Deferred Maintenance funding and expenditures and represents the University in all Maintenance Reserve and Deferred Maintenance construction matters.
In order to be considered candidate’s must possess the following:
Working knowledge of Virginia’s Department of Planning and Budget requirements, to include working knowledge of the financial reporting requirements of the Virginia Bureau of Capital Outlay Management (BCOM).
B.S. in Architecture, Engineering or an equivalent field or discipline.
10+ years of progressive engineering project management experience.
Registered Architect or Engineer in the Commonwealth of Virginia.

DUTIES AND RESPONSIBILITIES:
1. Collaborates with University component leadership and administration to establish overall project goals, objectives, and priorities, to ensure that both individual component and overall institutional needs are met.
2. Provides strategic direction, coordination, and leadership to multiple facilities project managers in all facets of the design, implementation, and administration of individual project plans.
3. Participates in and oversees the development, implementation, and maintenance of individual project objectives and short- and long-range plans; develops tracking and evaluation programs to assist in the accomplishment of established project goals and objectives.
4. Administers all Maintenance Reserve and Deferred Maintenance expenditures pertaining to facilities; monitors individual projects ensuring that costs, timing, program, scope, and contract requirements are met.
5. Reviews and approves schematic design, design development, and construction documents; manages the preparation of documents for procurement and coordinates acquisition with the Capital Outlay and Procurement Services departments.
6. Coordinates the overview of facilities development contracts, contract changes, claims, contract non-compliance, and other contract related items prior to processing and acquiring approval; reviews Owner-Architect and Owner-Contractor agreements as well as professional service agreements related to capital projects, as appropriate.
7. Develops and administers budgets and business plans for project development and deployment at an institutional level.
8. Coordinates the application of design standards for all campus remodel and construction projects, including mechanical/electrical/plumbing standards as well as infrastructure and architectural standards, as prepared by the Capital Outlay department.
9. Develops and establishes strategies and operating objectives consistent with those of the organization to ensure efficient and effective implementation of major cross-University projects.
10. Ensures that project operations are in compliance with design specifications and with University, State, and Federal policies, laws, and regulations.
11. Develops and manages annual budgets for the organization and performs periodic cost and productivity analyses.
12. Recommends and participates in the development of University policies and procedures; may serve on University planning and policy-making committees.
13. Performs miscellaneous job-related duties as assigned.
MINIMUM JOB REQUIREMENTS:
Bachelor's degree in Architecture, Engineering or an equivalent field or discipline; at least 10 years of progressive experience that is directly related to the duties and responsibilities specified. Registered Architect or Engineer by the Commonwealth of Virginia.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
• Demonstrated ability to successfully direct, coordinate, and strategically integrate multiple developmental, enhancement, and/or modification projects at an institutional level.
• Ability to design and plan major construction projects.
• Skill in business and financial planning and management.
• Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
• Demonstrated knowledge and understanding of strategic facilities development concepts and principles at an institutional level.
• Knowledge of building design and construction principles, processes, methods, techniques, and standards.
• Working knowledge of Virginia’s Department of Planning and Budget requirements, to include working knowledge of its financial requirements.
• Excellent interpersonal skills and the ability to deal credibly and effectively with senior institutional leadership.
• Knowledge of Federal, State, and local building codes, ordinances, and regulations.
• Knowledge of capital expenditure budging policies and procedures as applied to public institutions.
• Broad and in-depth knowledge and understanding of construction project contract development and management.
• Demonstrated knowledge and understanding of Sustainable Design Principles.
• Knowledge of budgeting, cost estimating, and fiscal management principles and procedures.
• Skill in the use of computerized software, to include scheduling, word processing, and spreadsheet software.
• Knowledge of the principles of CAD drafting.
• Ability to perform life cycle cost analyses.
• Advanced verbal and written communication skills and the ability to present effectively to small and large groups.
