| Engineering - Civil/Structural/Architectural | | | | | Chief Engineer (Oradell) | | | | | The Civil/Structural/Architectural, C/S/A, Department is seeking a Chief Engineer to join their team in the Oradell office reporting to the VP of Engineering. This position directs all engineering activities within the C/S/A Department; acts as technical prime mover and consultant and gives final approval in C/S/A matters; certifies that engineering activities comply with applicable legal and professional codes and client contractual requirements; ensures that sound engineering concepts are developed and incorporated in projects.
The Civil/Structural/Architectural(C/S/A) scope at Burns and Roe includes Soil Investigation, Site Preparation, Site Drainage, Structural Piling, Building and Equipment Foundations, Structural Steel, Specialty Towers, Chimneys and Tanks, Architectural features such as siding, wall, roofing, doors and miscellaneous hardware. Burns and Roe executes projects in a typical matrix format where multi-discipline teams of engineering personnel are assigned to work on a project by the Chief Engineers.
Position Requirements:
„X Bachelors in Civil or Structural Engineering; MS in Civil Engineering strongly preferred
„X PE license in Structural Engineering, obtained by taking full exam, in at least one American State
„X Strong technical knowledge obtained through industry experience designing power plants using fossil, nuclear and renewable fuels.
„X Experience with engineering and design efforts associated with all major forms of project delivery including Engineering/Procurement/Construction (EPC), Consulting Engineering, Design/Bid/Build.
„X Experienced in the C/S/A requirements of Electric Transmission, Distribution, and Substation projects desired
„X Experience in both new and retrofit power plant construction
„X Must be knowledgeable in the latest industry codes and standards applicable to C/S/A work.
„X Fully capable of preparing or critically reviewing C/S/A engineering estimates and defining scope of work use in pricing work for competitive proposals to clients.
„X Experienced at developing engineering input to plant capital cost estimates including estimated material quantities at proposal stages and various stages of engineering completion.
„X Must be experienced in applying C/S/A engineering software programs for analysis and design
„X Experience with large 3D PDS or SmartPlant Computer Aided Engineering Systems strongly preferred.
„X Must be proficient in use of productivity software including MS Office WORD, EXCEL and POWERPOINT applications.
„X Must be capable and qualified to be the last word on all C/S/A technical decisions. Must be able to solve problems quickly and effectively.
„X Must assure single point responsibility for all C/S/A engineering and design.
„X Must have demonstrated strong leadership qualities to manage, direct and motivate a large staff of engineers and designers located at several different office locations including:
o Provide proper technical staffing to support effective project performance and sales and marketing activities
o Develop/maintain technical staff skills to support current projects and market segments and future directions of the Company
o Provide technical direction and monitor technical quality of department work
o Develop and manage department activities and budgets for standards, training, and improvements.

Position Responsibilities:
A. Technical
1. Approves engineering criteria for projects.
2. Assures that the engineering and design work in his/her discipline is in accordance with the approved criteria and the applicable codes and standards.
3. Approves and signs the original issue of those documents which define the basic character of each project such as the engineering criteria, the general arrangement drawings and the flow and on-line diagrams of major systems.
4. Reviews the technical accuracy and adequacy of, and approves other diagrams, drawings, calculations, studies, specifications, bidders lists, and other technical documents involving engineering matter in his/her discipline for projects, or delegated this authority.
5. Assures that design experience on various projects, lest cost construction techniques, and field experience are incorporated into current and future engineering and design efforts through the use of standards and engineering criteria.
6. Cooperates with all other Chief Engineers and Department managers to assure that all applicable technical disciplines are properly consulted when making engineering decisions.
7. Consults and cooperates with other Chief Engineers and Department Managers to ensure that the cooperate approach to licensing requirements, codes and standards is current and consistent, and that the design conforms to these requirements and to the special requirements of the client.
8. Maintains contact with federal, state and local governmental regulatory agencies as required and appropriate for technical matters under his/her cognizance, and advises the Presidents of the operating companies and the Engineering and Construction Services Division of significant changes and trends in engineering standards and practices, and recommends an appropriate course of action of the corporation in such matters.
9. Participates in professional societies, symposia, committees and programs relating to his/her discipline, and assist and encourages members of his/her staff to participate in appropriate professional activities.
10. Prepares, participates in, develops and approves corporate engineering standards in his discipline.
11. Assists the Director- Engineering and Design in establishing the need for, recommends candidates for, and approves the selection of sub-professional, professional and consulting services.
B. Managerial:
1. Lead the department in developing productivity and quality improvements; must confidently implement productivity and quality improvements in C/S/A. Such improvements include technique change, work process change and automation implementation. Must effectively ¡§sell¡¨ change to department subordinates.
2. Must foster both ¡§can-do¡¨ and teamwork attitudes within the department.
3. Selects, assists, promotes and terminate members of his/her department. Periodically reviews the performance of personnel assigned to his/her department of the purpose of salary adjustment and promotions.
4. Consults with the Project Manage and other Chief Engineers and Department Managers with respect to the scope of work, personnel man-hour budgets and schedules engineering work under his/her cognizance.
5. Provides necessary project supervisory, engineering and specialist manning as mutually agreed upon with the Project Manager, and supports the operating companies in their contacts with clients.
6. Promotes an overall systems approach in engineering and determines where better coordination and integration of engineering efforts between his/her and other disciplines is needed.
7. Assures that the sequencing and performance of requisite engineering efforts such as criteria, diagrams, system descriptions, general arrangements, analyses and studies are organized to properly lead and support an orderly and efficient design process.
8. Assures that technical review and approval actions are being conducted according to the applicable corporate project procedures effective; that proper combinations of sampling and in-depth checks are being utilized; and that review and approvals are being conducted at proper levels of supervision.
9. Assures that when deficiencies are identified, positive action is take to correct the efficiency and to prevent recurrence.
10. Establishes the corporate training requirements in engineering matters in his discipline.
11. Assures that all technical standards develop are utilized on all projects where applicable to provide minimum man-hour expenditures and a controlled level of design quality.
12. Periodically reviews the present and projected manning requirements for his staff to ensure that adequate manpower is applied to projects.
13. Holds periodic staff meetings with members of his staff to discuss and review problems and developments related to projects within the corporation and new developments and trends in industry.
14. Reviews the competence and performance of all members o his staff and advises and guides members of his staff relative to their technical and professional development.
15. Consults with and is consulted by Project Managers in application of corporate standard specifications to projects.
C. Administrative:
1. Establishes his department overhead budget, including specific amounts for all departmental duties and activities listed herein. Exercises budget supervision over activities of his department.
2. Approves requisitions for department supplies and equipment, and Employee Expense Statements and petty cash vouchers for items not chargeable to projects.
3. In cooperation with the Project Managers, approves time off, vacation schedules, leaves, and other such administrative matters for his department.
D. Client Services:
1. Initiates appropriate action to avert or rectify client complaints in his engineering discipline.
2. Promptly advises cognizant Profit Center Managers and Project Manager by way of conference notes or memoranda of the subject matter and nature of discussions held with clients.
3. Supports other Division Directors, Department Managers, and Project Managers in creating optimum relations with clients.
4. Assists the operating companies in contacts with prospective clients and provides information within his discipline in support of marketing activities.
5. Cooperates with the Proposals Manager by providing scope of work descriptions, man-hour estimates, and other information within his discipline for proposals.
