 Program Director (Los Alamos, NM)
 
 The Federal Services team is seeking a Program Director to oversee our Los Alamos, New Mexico office. The Los Alamos Program Director is responsible for the full performance of all projects at a designated site location. Responsibilities include planning, directing, supervising and controlling all technical, fiscal and administrative functions of the site. Candidates must possess knowledge of the LANL facility with ability to identify, qualify, and close new business. Manage office staff and all aspects of administration, finance, and HR compliance. Understanding of Federal procurement cycle and Federal (DOE) project requirements, DOE orders, and security requirements is also required. PRINCIPAL DUTIES: 1. Manage overall program/project at the site including terms and conditions and performance parameters. 2. Actively and prominently collaborates in proposal preparation, estimating, planning, and pricing. Participates in risk analysis/management and contract negotiation with client. Leads proposal development team. 3. Establish and implement planning necessary to meet contract requirements; to control and complete project on time according to schedule, within estimated hours, budgeted cost and with high quality. Assure design to cost philosophy is implemented. 4. Maximize profitability; optimize integration of engineering, design, procurement and studies/reports required at the site. 5. Establish/lead value engineering and/or margin improvement programs. Lead project continuous improvement effort and support company continuous improvement efforts and activities. 6. Oversee all work performed by internal and external resources. Give priorities and direction to assigned personnel. Continually monitor all aspects of project performance to expected/planned measure (i.e., technical, cost, schedule, cash flow, etc.) and take immediate corrective action if necessary (e.g. seek out proper internal support, etc.) 7. Provide/communicate ongoing project related information to the client and all other appropriate related/interested parties. 8. Quickly resolve all project issues or disputes, i.e., technical, staffing, interpersonal, contractual, financial, quality, etc. 9. Proactively monitor and maintain positive and effective client relations; act as primary client contact. 10. Negotiate/secure timely customer approval for project scope changes and contract modifications. 11. Effectively manage all site personnel. Supervise, direct, coach, develop and evaluate assigned staff. 12. Assure timely acquisition of all required permits, licenses, certifications, etc. 13. Assure full good faith compliance with company policies and procedures including Quality Assurance, Standard of Conduct, EEO, etc. 14. Serve as Client Service Manager (CSM) for designated clients. Work with Business Development utilizing the BREI SMPP Process. MINIMUM REQUIREMENTS AND EXPERIENCE: 1. 15+ years project management experience with managing power industry projects within the governmental sector 2. BS in Engineering 3. MS/MBA or equivalent required 4. PE license preferred 5. Experience with project(s) having a total constructed value of approximately $150 million; generally longer term (up to five years duration); very complex; multiple disciplines; outside contractors/subcontractors /direct hire/union/non-union. 6. Excellent oral and written communication skills at all levels of management. 7. Demonstrated capability to develop and execute complex work and business plans.
